Why does the physical universe obey abstract mathematical laws?

The Evidence
Nobel laureate Eugene Wigner famously wrote about 'The Unreasonable Effectiveness of Mathematics in the Natural Sciences.' Why should the physical world, composed of matter and energy, perfectly obey abstract mathematical concepts (like E=mc² or the Fibonacci sequence) developed in the human mind?
Historical Context
If the universe were a random accident, we would expect chaos. Instead, we find deep, elegant mathematical order. This suggests that the universe is not merely matter, but is undergirded by a rational structure—a 'Logos'—that corresponds to the rational structure of the human mind. As Galileo said, 'Mathematics is the language in which God has written the universe.'
